Why I Built SimpleFringe

I spent 13 years at GSA National, five of them as President, working alongside hundreds of government contractors on Service Contract Act (SCA) Health & Welfare compliance. During my tenure, we maintained a 97% client retention rate and earned Great Place to Work Certification three consecutive years.

Along the way, I gave 75+ presentations and webinars on SCA compliance, served as a panelist in the Professional Services Council's two-day SCA training, spoke at events with the National Small Business Government Contractors Association, was an SCA expert guest on the Game Changers for Government Contractors podcast, contributed as a subject matter expert to The Pulse of GovCon, and fielded compliance questions from contractors of every size.

Through all of that, I saw the same problems come up over and over: contractors relying on spreadsheets that couldn't handle multi-contract employees, missing rate changes because nobody tracked DOL updates, and getting hit with back-pay penalties they never saw coming.

The Problem Nobody Was Solving

The options for contractors were limited. You could buy into an insurance or benefit plan and hope it fit your workforce, outsource to a Third-Party Administrator or Health & Welfare trust, or manage compliance yourself with spreadsheets. Outsourcing works well for plenty of contractors, but it means handing over the fringe dollars and the plan design. The plans are built around selling benefits. The spreadsheets fail at scale. Nobody was building software purpose-built for the contractors who want to manage their own compliance.

Built by Someone Who's Been There

SimpleFringe is the tool I wished existed during my years at GSA National. It tracks H&W obligations automatically, pro-rates benefits for multi-contract employees, finds shortfalls and helps you remediate them, and keeps a point-in-time record ready for a DOL audit. And because it is software, not a benefit plan, it works with the benefits you already provide, whether that is your own health plan, a retirement contribution, or cash in lieu.

This isn't built by a software company that read about SCA compliance. It's built by someone who trained contractors on it, spoke about it on national stages, and lived it for over a decade.
